A strategic approach to sustainable development in order to reduce poverty, through coordination and partnerships is also apparent in techniques such as sector-wide approaches (SWAps). In SWAPs donors collaboratively align their support to an agreed sectoral strategy, and delegated cooperation, where one donor manages another donor's aid programme on its behalf.
New Zealand has played a strong leadership role in applying such new techniques within the Pacific, for instance, setting up education SWAps in Solomon Islands and Tonga, and establishing a delegated cooperation programme with AusAID in the Cook Islands.
An important principle of NZAID's engagement in SWAps has been to build partner capacity to manage the processes involved, including in public sector expenditure. New Zealand aims to engage early in such processes to help partners develop credible planning frameworks and accountability mechanisms, rather than wait for these to be put in place.
