KOHA-PICD key contact

Administration of the KOHA-PICD is undertaken by a contracted KOHA-PICD administrator housed and employed within the Council for International Development, but working wholly on the KOHA-PICD programme and responsible to the Programme Management Committee (PMC).

The KOHA-PICD administrator is the key contact for the following:

  • all general enquiries regarding the KOHA-PICD
  • requests for KOHA-PICD Handbooks and forms
  • all correspondence, email, applications and reports regarding KOHA-PICD and intended for the PMC.

HAF key contact

Administration of the HAF is undertaken by a second administrator, also housed and employed within the Council for International Development, but working wholly on the HAF programme and responsible to the Programme Management Committee.

The HAF Administrator is the first point of contact for the following:

  • all general enquiries regarding the HAF
  • requests for HAF Handbooks and forms
  • all correspondence, email, applications and reports regarding the HAF and intended for the PMC.

PMC liaison person

All KOHA-PICD registered NGOs, as well as those seeking registration, are assigned a liaison person from among the members of the KOHA-PICD PMC. This person is intended to be a primary point of contact for organisations between meetings where they are seeking clarification or guidance on:

  • interpretation of the KOHA-PICD or HAF Handbook and criteria
  • clarification of questions in application and report forms
  • PMC decisions and the content of letters to their organisations.

This role is primarily one of liaison and clarification. Organisations are encouraged to make use of their liaison person to prevent unnecessary correspondence and delays with the PMC.


Council for International Development (CID) mentoring programme | for more hands-on assistance

In response to discussions within the NGO community, the PMC has agreed with the Council for International Development that they will provide mentoring support for organisations who are navigating the KOHA-PICD. Mentoring may be provided directly by CID staff, or by linking the organisation with a mentor/mentors from other NGOs with more experience of the KOHA-PICD programme.

Mentoring is particularly suited to agencies:

  • who are seeking to submit a first organisational profile
  • who are preparing their first applications or reports
  • who are encountering difficulty in accessing or understanding the KOHA-PICD and seek more than can be provided by the PMC liaison.

KOHA-PICD training programme | building NGO capacity

As part of the KOHA-PICD commitment to building the capacity of the NGO community to participate in sound development, CID is contracted by the PMC to run training workshops. The workshops cover issues of interest and/or concern to KOHA-PICD registered organisations, the KOHA-PICD organisational reviewers and the PMC. One important mechanism for ascertaining training needs is the KOHA-PICD organisational reviewers yearly Lessons Learned document. Individual KOHA-PICD registered organisations are able to apply for financial assistance to attend all KOHA-PICD workshops. Contact the KOHA-PICD administrator for more information.


NZAID Programme Manager | Civil Society (KOHA-PICD and HAF)

Overall programme management of the KOHA-PICD and HAF NGO programmes rests with the NZAID Development Programme Manager for Civil Society (KOHA-PICD/HAF) who is also a member of the PMC. The Development Programme Manager:

  • is the primary point of contact between the PMC and NZAID
  • prepares policy documents and follows up decisions from the meetings
  • manages the budget within NZAID and actions financial allocations
  • prepares KOHA-PICD related submissions for Ministerial approval.

Humanitarian Action Fund (HAF)

All meetings include a full HAF PMC meeting, where applications, reports, correspondence and any other matters are considered. The Vice-Chair of the NGO Disaster Relief Forum (NDRF) participates in these meetings as a full member of the HAF PMC.

Changes in meeting timelines

Some changes have been made in meeting and deadline dates to ease the pressure points on the KOHA-PICD and HAF administrators enabling them to get the letters out within ten days of the meeting.

The meeting dates have been organised so there are eight weeks between each meeting in the first half of the financial year; NGOs should receive their letters from the final meeting of the calendar year in time to act/respond before the Christmas break. Between the New Year and the end of the financial year there are only two meetings, whereas in previous years there have been three; this is to allow the final meeting of the financial year to be held earlier in order to give more turn-around time between the final meeting and the end of the financial year.

The deadline for getting material to KOHA-PICD and/or HAF Administration is now 12 noon, Wednesday, three weeks before the meeting.

A single sided, paper-clipped and signed paper copy of applications, reports and correspondence should be posted to:
