New Zealand is committing up to NZ$3 million to support a Fiji Flood Recovery Package. This is in addition to the NZ$675,000 already provided for the immediate humanitarian response in January 2009. NZAID is administering the flood recovery support on behalf of the New Zealand government.
As a first step NZAID is seeking Expressions of Interests from suitable organisations to support a limited number of projects two support areas:
Potential projects will start from March 2009 with an expectation that projects will be completed by the end of 2009. Projects will be time limited and (if required) self-sustaining in the long-term.
Social Services projects are envisaged to be focused on rebuilding and supporting communities such as restoration and access to social services, community awareness, psychosocial support etc.
Disaster Risk Reduction initiatives should entail measures to curb disaster losses by addressing hazards and people’s vulnerability to them with the aim of building peoples resilience to future hazards. Projects will either seek to reduce the impact of future disasters or enhance communities’ ability to respond.
Projects will be identified and selected through a two-stage criteria-based and contestable funding round, with initial Expressions of Interest (brief concept note) followed by more detailed proposals from shortlisted applicants. Information has been sent to NGOs and multilateral organisations in Fiji and New Zealand, to Pacific Regional Organisations (CROP agencies) and to New Zealand Crown research institutes.

Each Expression of Interest will be appraised by a NZAID evaluation panel with outcomes communicated as soon as practicable. Shortlisted applicants will be invited to submit a more detailed project proposal (further details will be enclosed with invitation to submit detailed application).
A third area of support following the flooding is rehabilitation/reconstruction for economic recovery and community infrastructure (indicative funding of NZ$2 million available).
Potential projects for this are yet to be identified. NZAID plans to call for tenders at a later stage and interested parties should monitor the tenders section of our website for this rather than contacting Post or Wellington.
