Country Programmes targeted for significant increases

Papua New Guinea

The increases in Papua New Guinea will be targeted to governance, growth and rural livelihoods. A series of increases are planned to lift the size of the programme to $40million by 2010/11.

Solomon Islands

The increase in the Solomon Islands is focused on development needs in education, infrastructure and rural development. In 2007/08 the majority of the increase will go to recovery efforts in Western Province and Choisel following the Tsunami.  It is expected that the overall funding to this programme will rise to around $40m by 2010/11.

Vanuatu

This is the first in a series of increases that will see total expenditure rise to $17m in 08/09 and $20m in 09/10.  The focus areas for increased expenditure are education, economic development and governance.

Indonesia

The increase will enable New Zealand to engage more credibly with the Government of Indonesia and other donors in a targeted poverty elimination programme focused on the basic education sector and in supporting economic development in the eastern islands.

Natural Disasters Facility (Global)

This provides increased capacity to respond to natural disasters in line with strategic priorities.

NZ NGOs Humanitarian and Disaster Response Programme

Increase to strengthen ability to support humanitarian work of NZ NGOs via their partners in crisis situations overseas, in line with proven capacity to deliver effective assistance.

Complex Emergencies and Transition Facility

This Facility is designed for New Zealand’s response to humanitarian crises arising out of conflict and it includes NZAID’s $5.0m reconstruction programme in Afghanistan.

Pacific Regional Agencies & Thematic Programmes

This funding supports the eight Pacific regional agencies that NZAID supports and five thematic programmes that foster regionalism and support regional development initiatives.

New Zealand based Scholarships

New Zealand based scholarships will increase from the current 550 to 750 by 2010/11.  Half of the increase will be targeted to the Pacific and half outside the Pacific

Constitutional Relationships

Niue

The increase in 2007/08 reflects commitments to support Niue under the Budget Support Package and Halavaka he ke Monuina.

The increase represents the first year of a new three year package of economic support and improvements to capital infrastructure.

Cook Islands

The increase in 2007/08 will enable the programme to fund a new NZAID/NZ Police joint engagement in the Cook Islands, as well as to increase support for existing programme activities.

Core Multilateral & NZ Agencies

Multilateral Humanitarian and Development Agencies

NZAID's Multilateral Engagement Strategy identifies a core of agencies as priorities for increased engagement (including core funding and special programme support as well as involvement in governance, policy and evaluation processes).

New Zealand Agencies (NGOs)

In line with indicated increase to NZ NGOs and based on their documented capacity to manage additional funding - consistent with NZAID/NGO strategic framework agreement.

Other NZAID Programmes

Samoa

Increases will be targeted to growing Samoa's Law and Justice sector programme, and construction of a new Education building.

Tonga

The increase will target commitments around policing, and growing support for the business recovery initiative established following the November 2006 riots.

Fiji

Previous intentions to grow New Zealand's ODA in Fiji were halted and reversed following the coup.  No additional funding will be proposed for Fiji until normal relations resume. Future resources will be prioritised to informal settlements and return to democratic governance technical support.

Other Pacific Bilateral

Including Kiribati, Tuvalu, Micronesia and the Pacific Island Participation Fund.
Small increase to Kiribati ($400k) and Tuvalu ($250k) for urban renewal initiative and increased scholarship expenditure respectively.

Focus on rural livelihoods and basic education under the new Country Strategy, and completion of main phase of maternal and child health project.

Timor Leste

Increase provides increased ability to deal with long-term rehabilitation following civil unrest in 2006/07

Global Bilateral

Including regional and bilateral programmes in Greater Mekong Sub-region, Latin America and Africa.
Continued growth in support is proposed around rural livelihoods initiatives in the Greater Mekong Sub-region(GMS). Priorities have been determined in line with NZAID’s Asia Strategy.  Funding for NZAID's engagements across Latin America and Southern Africa will be unchanged from 2006/07.

The increase for 2007/08 will support MFAT initiatives around Pacific and Asian regional security and climate change.
